Proposing Bilingual Educational Policy for Kuwaiti Learners

Abstract

This paper analyzes and proposes a solution to a theoretical problem concerning education policies in Kuwait based on Bacci's "What's the Problem Represented to Be?" (WPR) method. The issue revolves around the use of Arabic as the primary language of instruction in public schools. A bilingual education solution is proposed as a solution to the current crisis in education. The article is divided into six sections, each focusing on a different aspect of the problem. An analytical framework based on Basil Bernstein's pedagogical discourse tool is used to analyze the problem step-by-step. Changes in educational policies, curriculum revisions, and professional training are necessary to accommodate the proposed changes. Through the proposed bilingual policy, bilingual education will be encouraged and promoted, facilitating smooth transitions into English-only higher education. This policy will result in a major shift in EMI (English as a medium of instruction) ideologies, leading to higher levels of academic achievement. Such an education transformation and implementation does not come without imminent challenges. However, despite the foreseeable challenges, this project promises to be a success, providing students with increased motivation and ultimately higher achievement levels.
